2026-27 REGISTRATION TIMELINES:
- May 1, 2026: Membership applications open
- November 20, 2026: Membership applications close (no one may start registration)
- November 30, 2026: All 2025-26 Memberships expire
- December 31, 2026: Membership closes for 2026-27. All education requirements must be complete. No officiating cards and sweater crests will be issued after this date.

2026-27 REGISTRATION STEPS:
- Register online with USA Hockey (this step must be completed first) at https://membership.usahockey.com/
- Sign up for and complete one of USA Hockey's officiating seminars (for the level that you have registered for)
- Complete the Online Education Module training
- Complete the Playing Rules Exercise (test)
- If you are a 2009 Birth Year or older, you must also complete SafeSport training
- If you are 18+ years old as of May 1, 2026, you are also required to complete and maintain the USA Hockey sanctioned NCSI Background Screen
ONCE YOU ARE FULLY REGISTERED:
- Once you receive your referee card and crest (patch) in the mail, please feel free to contact the House Scheduler, Ryan Gaus, at [email protected] and/or the Adult Scheduler, Fred Garman, at [email protected]
- To begin receiving referee assignments, you will need to create a Horizon account (the RIHOA scheduling system) at https://www.horizonwebref.com/
- Please use Organization Code 205651 when joining (It may show a Florida address when joining. Do not worry, this is correct!). This will request access to the RIHOA scheduling system. Then, log in, complete your account/profile information, and set your availability calendar.
Helpful Tips:
- Be sure you are obtaining all required equipment while working on above steps so you are ready to go as soon as your card, crest, and proofs of screenings come in.
- Please update your availability in Horizon so that you can begin receiving game assignments.
- You can also use the TBA Requests feature in Horizon to request specific games. This is our primary way of scheduling in Horizon. This does not guarantee that you will be assigned any specific games, however.

SEMINAR ATTENDANCE
Beginning with the 2025-2026 season, USA Hockey has moved to a National classroom seminar system. All seminars will be conducted virtually from the new USA Hockey Learning Center. You must first register with USA Hockey in order to gain access to the seminar listings. When you register, USA Hockey will email you a Single Sign On (SSO) username with instructions to reset your password. After completing the password reset procedure, you will have your SSO username and password that you will need to access your Officials Dashboard.
Go to the USA Hockey Learning Center and click the "Member Login" button. Enter your SSO username and password when prompted. Click on the "OFFICIALS" tile to go to your Officials Dashboard. You will see all of your registration requirements on your Officials Dashboard. Click on the classroom seminar tile to view a list of available seminars. You will only see seminars for the Level at which you registered.
Select a seminar that fits your schedule and click on the ENROLL button. You may see an annotation such as "Attendance Full Online". This does not mean that the class is full, it means that the class will be taught fully online. Classes that are booked to capacity will not be shown. When you click on the Enroll button, you will receive an email confirming your enrollment. If you need to cancel or change sessions, click on the three dots on the upper right side of the screen. If you unenroll from the session, you will receive an email confirming your cancellation. If you change session enrollment, you will be presented with a list of other seminars to choose from. If you select a different session, you will receive an email confirming the change.
Your confirmation email contains the Zoom link for the virtual seminar. You'll need a computer, laptop, Chromebook, or tablet with a camera and microphone in order to attend the session. Cellphones are not recommended. You can enter the Waiting Room up to 10 minutes prior to the seminar start time. The instructors will let you into the session from the Waiting Room.
You must keep connected to the Internet with your camera on for the full duration of the seminar in order to receive seminar credit.

While you are on your Officials Dashboard, don't forget to review the status of your other registration requirements. Clicking on any of the tiles will take you to the activity you must complete to complete your registration.
